Every 20 minutes the vault collects its fees and buys the coin back from the chart.

Then Lockjaw decides what to do with what it holds, and signs the reason on-chain.

Who owns the dev's first buy?

The dev. It lands in the dev's own wallet like any pump.fun launch. Lockjaw only controls the coin's vault, which is filled by creator fees.

Why can't snipers get in first?

The coin and the dev's first buy are one transaction. There is no moment between them for anyone else to buy.

Who picks the holder for a gift?

Nobody. The winner is drawn from the blockhash of the transaction that pays them, over every wallet holding at least 0.01% of supply. Anyone can redo the maths on the coin's page.

What if a coin graduates?

Nothing changes for its Lockjaw. Before migration it buys on the bonding curve, after it buys on PumpSwap, and fees keep coming.
